Recently, according to relevant sources, my country's energy law has made positive progress, and its understanding of some major policy orientations has been further clarified. The National Energy Commission will clearly write into the Energy Law, the clean, efficient and comprehensive utilization of coal and other fossil energy will be emphasized, and renewable energy will not be established as a priority for development. According to the plan, the draft energy law will be submitted to the State Council for deliberation before the end of the year.

According to reports, since the enactment of my country's energy law was launched in October 2005, it has been in full swing. Since receiving the draft energy law in November 2008, the Legislative Affairs Office of the State Council has immediately carried out a number of tasks. For example, a total of 152 units including State Council departments, local governments, energy companies, industry associations, experts, and research institutions were solicited opinions; a cross-departmental review work group was established, involving more than a dozen departments of the National People’s Congress and the State Council. ; Convene expert demonstration meetings, departmental symposiums, and Chinese and foreign seminars. Since 2010, after repeated revisions, the latest revised version of the Energy Law will be considered for submission to the inter-departmental review working group for discussion. After further revisions, it is planned to conduct a second extensive solicitation of opinions. Report to the State Council for deliberation before the end of the plan.

At present, the enactment of the energy law has made obvious progress, and the system and structure have become more reasonable. For example, integrate comprehensive supervision into the general regulations; divide energy development and utilization into three sections: general regulations, fossil energy, and non-fossil energy, which more prominently reflects different policy orientations in different energy fields; energy fiscal, taxation and price policies are dispersed into each chapter Make corresponding provisions.

The enactment of the Energy Law has further clarified some major policy orientations. For example, should the energy law give priority to renewable energy? Experts believe that fossil energy such as coal still accounts for more than 70% of my country's energy, and this situation will not be fundamentally changed for a long time to come. Renewable energy is still a long way off in my country's energy structure. Therefore, placing renewable energy as a priority for development is obviously inconsistent with the actual situation in my country. On the one hand, it is necessary to encourage the promotion of renewable energy to form new alternative energy sources, but at the same time, more emphasis should be placed on the clean, efficient and comprehensive utilization of fossil energy such as coal, and put it in a more prominent position. This is a relatively important policy trend.

In addition, whether the energy law should propose the concept of universal energy service is also controversial. Looking at it now, even if the concept of universal service like the postal service is rigidly put forward, whether it can be done is still a problem, because the difference between urban and rural areas is too great.

According to the new situation, the National Energy Commission will clearly write the energy law; the expression of the energy management system will also be more in line with the reality, while leaving room for others.

Generally speaking, the energy law has made obvious progress, but there are still some important issues that have not been clarified. Including in the energy sector, should we give full play to the role of market mechanisms? Can it be proposed to play the role of market mechanism in the allocation of energy infrastructure? Should the energy price formation mechanism be market-led? Does the development and utilization of renewable energy implement an access system? These issues are still under debate.
